The Peninsula Drainage District #2 was established in 1917. It is located east of PEN 1 and west of MCDD. It is bound by the Columbia River and Oregon Slough on the north, the Peninsula Drainage Canal on the east, the Columbia Slough on the south, and Interstate 5 on the west.

Key landowners in the district include the Bridgeton, Kenton and East Columbia Neighborhoods, Portland Meadows, Delta Park, Columbia Edgewater Country Club, Jubitz Truck Center and other businesses and residential communities. This district lies entirely within the City of Portland.
